On the frozen Mongol steppe when at it's height
The Mongol soldier of Genghis Khan were predominately mounted and often fought as cavalry. They were peerless horsemen across the Asiatic plains or "steppe" and lived in the saddle under austere conditions that could include having to drink horse blood when water was unavailable. The reference could also be to Kumiss, a fermented alcoholic beverage that the Mongols would make from mare's milk and blood.
