Pelf is "wealth (...) acquired by reprehensible means" (Dictionary.com). Thus, I believe we are talking about a charismatic leader, who impressed his followers with his eloquence. They are described as the sorcerer's property. The speaker implies that they were brainwashed in some way, so their loyalty wasn't based on something real, it was "deviltry": sorcery.

Savant means 'scholar' or 'learned person'. In the next line, they talk of the fact that he is older than 'a thousand stars'. Thus, I assume we are talking here about some sort of wizard. This will become clear later on, as they talk of 'seraphic deviltry': 'deviltry' means 'magic'.
