I actually want to explain the whole paragraph, although this is more like my own opinion of the meaning since I myself am not sure of it: He is not saying "What's the matter with your head?" because he thinks someone is crazy. His loved one happens to be worried about how her hair looks like, so he later tells her "Nothin's a matter with your head, baby, find it," meaning that he thinks her hair looks perfect the way it is and that that should be obvious to her ("Come on and find it"); and he tries to make her see this when he says "Hell, with it, baby, 'cause you're fine and you're mine And you look so divine."
