He sees through the veils of a happy, dreamy world where all is bright and sunny, into the "real" world. He's having trouble facing it, too. This is why he "wants to dream", also.

Going outside of the hunger games aspect of this song, this could be interpreted as a friend or lover being in a dark place or time, hence the crying, struggling to stay afloat. She gave him/her/whoever a promise that she'd never leave them, and they pleaded for her to stay, but it sounds like she broke the promise. She also wants them to let go of what she did and focus on the here and now.
