Meaning
They could well have an entirely different meaning in mind, but it really reminds me in a way of Buddhist philosophy. The singer is lamenting being trapped in the cycle of suffering and reincarnation; they lament being "here again", as they could not "find the meaning" that would free their soul from its chains. And it seems they regret the evil they have caused in the past existences that kept them trapped here in the realm of desire. Specifically the sorrow is brought on by the fact that someone he cared about, this Jillian has passed on (possibly to nirvana, or at least another life), and he cannot join her in his current mode of existence. Of course, I'm probably way overanalyzing things.

Meaning
As far as I see it, the song is about someone the singer had cared about deeply (lines 13-17) having been seriously injured, possibly to the point of brain death, or at least in a coma, and having to be kept alive artificially on a machine (the first six lines). And because of what happened, he became deeply disturbed; he attempted to use drugs to cope, but it didn't work, and only made things worse (lines 18-24). Because of his psychological breakdown, he's taken to a psychological hospital, either literally or metaphorically, but suddenly regains his thoughts for the person he cared for who was injured, and attempts to escape. (lines 24-32).
