She's referencing a "Burner", which is a prepaid cell phone that is used by drug dealers and other people who work the black market. Lastly in this verse, she's talking about packing up illegal goods (possibly the weed or illegal visas she mentioned earlier in the song) for delivery.

Meaning
Rock & Roll road trip music! I could've wrote this song to my motorsickle when I was arguing with the wife. It really does sound like he's had a hard go of things, and is now finding solace with a new love. Or at least hoping to. Definitely one of Bad Company's better songs, and they have A LOT of good songs!
