If you watch the video, it's pretty clear that this is a song about the United States' involvement in South and Central America. The "She" who just wants to dance all the time is the US government. We don't care about the politics (crazy people with blood in their eye) or the rebels or the molotov cocktails or people being unjustly thrown into prison. They all hate us, but we don't care. When the revolution comes and we're chased out, we don't care because we know the next regime will welcome us back, as long as we bring money. We'll ignore the poverty and bloodshed and injustice. We'll just keep dancing.

I think this song is talking about the youth today. They see many things that are shocking to the listener. The government bugging people and crazy people walking around; they don't care. They don't see any good so they have to come up with something good and fun. And guess what they came up with? Partying. That was all they could do. Dancing. Partying. Romance. There is nothing else left to do. The author doesn't make any suggestion as how to take care of this mess.

I think this song is talking about the youth of the day. The youth can't find anything meaningful. All around them everything is crazy. There is nothing they can do. So what is the meaning of life? Happiness. All they want to do is "dance and make romance" and they don't care about "the heat coming off the street" as Don Henly puts it. Everything is meaningless for them. They do not have a world view except for having as much fun as possible. So why should they care about the shocking things taking place around them? And the author does not give us a solution.
