This translates to "A slender fire is lit at the end/tip of my mind". This may be Rin referring to ideas slowly coming up, as often in songs, fire is used for something slowly cooking or burning up due to how gradually a small flame becomes a big one. The reason I think that an idea is heating up is because "the mind" in such pop culture is linked to emotions or ideas.
