Public diplomacy - the Queen is giving the kiss off to a person/people/country that she has found out are untrustworthy and are not deserving of her support or protection. In fact quite the opposite - and this is a warning that she's about to send the heavy mob in to sort them out - and its too late for them to persuade her that they should be given one last chance. Game over - and out.
