I think this line is alluding to the Boston Marathon bombing. It might be or not, but by the sound of it it sounds like she is saying how a man can build a bomb to kill someone who is trying to finish the race to save their own life or running for a cause. In the end only the bad things succeed because inherently human nature is savage.
