This phrase means that the singer (Norah Jones) has been drinking a lot of wine and/or alcohol in order to forget the person she is thinking about/ forget about the person this song is directed to. Metaphorically speaking, her heart is what is thinking about the person and even though she may be drunk on wine or whatever she is drinking, that person is still what she is thinking about and she says that person will be on her mind forever. This is clearly a way of saying she is hurt and/or heartbroken and that is a way she tried to cope and it didn't work.
