I think he/she is fed up with the way people treat him/her and has decided to put a stop to it but is a little worried they might lose control and really physically harm someone. It is the old saying" enough is enough". A person can only take so much then the hammer drops. I really enjoy the song! Or it could be someone is tired of the way some people treat others and wants to do something but is a little worried they will take it too far.
