this song is about suicide
he left someone for sometime, and when he came back he wasn't accepted

i agree with kaylee about the 'wings wont take me' bit
'so take a step' is his daring himself to jump of the rooftop
then he clearly say 'im standing on the rooftop ready to fall'
the 'i think im at the edge now but I could be wrong' is taken a little too metaphorically but it just means that he's near the edge of the rooftop but he's not so sure
'perpetual motion' blah blah all points to that fear and the unsureness and last minute 'is this the right thing' he is dealing with
'But here in this moment like the eye of the storm
It all came clear to me'
the eye of a storm is the clearest part of a raging storm, which shows that midst all that pressure he finds , at the very centre, the truth behind what he's doing

this shows that reality gushes over him and all at once he realizes what he's doing and turns away from it

this shows that he is going over how he has acted and feels as though he entirely deserved a second chance
his love for the person who rejected him is diminishing, and he wants, instead of punishing himself, to take revenge on this person
it has nothing whatsoever to do with humans at the top, the lyrics are far too personal and story-like
cos they say 'she said just go on to what you ...'
so it's not about humans in general or taking a step to make a better place
poems are usually metaphorical
but modern ones and songs usually aren't
it's about this one guy's story
