I read once that someone thought this song was about the assassination of Martin Luther King Jr., but since it was released in 1966 on the album Blonde On Blonde it couldn't possibly be about that.
I see a lot of drug references both literal and literary. Metaphors loom large in all of Dylan's lyrics and I think some of the meanings will always remain illusive and ambivalent.

Cantrell wrote this soon after the death of his friend Andrew Wood[Mother Love Bone frontman].
I think it reflects on some personal recollections of his lost friend, but it goes further to address the fragility we all face when we live life in the fast lane ~ or in this case on a troubled sea.
