I can't divine Young's personal meaning, but to me, these lyrics are referencing some sacred text (possibly The Bible, but maybe something else). It seems like he's saying "Old Testament is about vengeance... New Testament is about love."
With the teachings of a loving prophet, love wins. This could be a Martin Luther King, Jr. reference, too, with the talk of dreams and love conquering hate. "I choose love over hate, hate is too great a burden."
