In translation, it would mean: "Oh can you tell, can you tell me, what is this plot about, I'm so broken, broken down admist to this world." Sience it's from the anime Tokyo Ghoul, the song refers to the main character Kaneki, whom in a way is asking for advice in what to do, when he is an outsider to the new world he entered, the Ghoul world.
