Wakkateru, to say it simply, is technically the "-ing" form of Wakaru, which means "to understand."
When you say "Wakkateru" though, it doesn't mean "understanding," or "I'm understanding."
The guy before me is right, it means kind of like "I get it already." Or if you say it to someone, you'd say Wakkateru?!
