Eighteen blue, twenty one grey
These two numbers are too specific to not hold special meaning: given the message of the rest of the song, the numbers are representative of the ages of eighteen and twenty-one. "Eighteen blue" is referring to blue, as in sadness, of the people that have just become adults at age 18. The 21 grey, with 21 being the next most significant age of maturity, uses the color grey to symbolize uniformity, a feeling of sameness, and again, a bit of a feeling of sadness.
