    This songs meaning is not in any way mysterious or confusing. It is very cool but quite obvious. The name is a dead give away. This song is a tribute to the 90's american tv drama the x-files which aired on the fox network. A promenent antagonistic character in the show is called 'the ciggarette smoking man'. In one of the later episodes it is revieled that his true name is C. G. B. Spender. Almost every line in this song is a direct quote from C. G. B. In the television show. Those that are not are clearly referencing him.
