I think that it's a good day, that was bad, he recently broke up with a girlfriend or something, something bad happening, and he notices the world keeps going on, even if he is having a bad day, it can't be drug influenced because it seems like a song that would make you want to be more "pure" in a sense, it has a meaning but you can't say it with words, but i'll try.. On the part where he says he never gave a damn about the weather, i think he's realizing that everyone in the world doesn't care about him when he's sad, and he's not the center of attention, the world doesn't revolve around him, but now he just doesn't give a damn if anyone cares or not, he's gonna be who he wants, and whatever he can be. Also on the part about going to hell, he realizes not everyone will follow him either, it sorta keeps going on with the "you're not the center of the universe" idea, people might follow him, but not to the gates of hell, and he can be who he wants to be, as long as it's not corrupting everyone that actually loves him... Don't think that's the true meaning, it's just what i think ^. ^ love panic! At the disco!!!

"-- first off i think they(i think mainly ryan. ) used the hell line because he's atheist and atheists' are all supposedly going to hell. But onwards, i think the general meaning of those lines are asking if their special someone really loves them( hence "or just leave me? ").
"i know it's sad that i never gave a damn about the weather, and it never gave a damn about me" -- i think it means that they never really noticed the weather before but when they did it was bad weather. Like a rainy day, or a snow storm, or thunder storm. Ya know, the ones people don't usually like. So, i think this line symbolizes that whenever they had a bad day they would recognize the weather and it'd be raining(or something). But today, they're having a great day and notice the weather. And the weather is wonderful.
This song reminds me of lucy in the sky with diamonds. Something about it makes it sound like the soundtrack to an acid trip;
but i freakin' love it. :3
