    He admires the sea as well as he fears it. The sea sort of represents god. When the "empress runs aground" it's basically saying he's died, and now he's in heaven. He's become one of god's. He's become the sea. Or part or the sea, for that matter. It could also mean the sea represents fear in which he's become his fear to overcome it.
