    This is a song about how people in positions of power (the hypocrites in verse one) may have arrived with good intentions, but inevitably fall to corruption and vice, get hooked on their power, and bastardize the system to suit their desires and maintain power. The "sacred cash cow" refers to tax coffers or a church donation plate, take your pick (some people think of them as one and the same).
