i feel this song is talking about two people who are not together but want to be. or at least one of them wants to be.

they want to be together "we lay away and lust"
but thus far are not together "and rust in the rain"
they "pour over" every thing they say they trust. which makes me think they are both talking about begin together but due to something. Distance perhaps. they are unable to.

but really i kind of think each stanza is so different and the flow is not that of a normal song i almost think it could be parts of several songs tied together with a chorus.
