    I think it's a metaphor for the end of the inhabited planet, or at least the Human race. "The fish jumped from the water and started walking home" seems like an obvious reference to evolution. "The Birds all started screaming and dove into the foam" implies a shared demise. "Footsteps in the darkness down a half forgotten road " suggests a possible new beginning.

    Musically the song starts with a lively instrumental full of life, but it winds up as a dirge with a somewhat sorrowful melody drifting through it.
