Basically, and excuse my french here, the song's about how the city's went to hell, and it's not his burden... When looked at the storyline of the american idiot album, it's also noted that there is additional meaning to it (as a story).
Sounds like this character is being tormented by 'st jimmy' and 'j. O. S' and has really just lost it. He wants to get rid of all the bad memories and stuff in his head and start again. Absoloutley love it. Billie-joe is the best ever!! Xx
