    Its about making a change
    people in society are all running in the rat race
    and the typical person will always join the rat race because they don't want to get left behind in material acquisition.

    The news conditions people to think certain things about the economy but for him it doesn't have a purpose because he founded dischord records, which was probably an unpopular choice in his time it would have been more socially acceptable to be a lawyer or an accountant.

    When he says sitting outside of town he is not on the same mental wavelength as them, that is why he can notice everybody is always down and the system holds them down.

    But ian doesn't sit around doing nothing like other punks who just got drunk on cider and high on heroin and glue.

    Ian founded his own record label, and gave fuel to the straight edge movement and took the scene to a place where no one ever thought it could be or go

    Function is the key to make something out of your life, having a function and a purpose,

    Now that he knows his function he does not need the news to tell him that he is doing good or bad

    The other people who are stuck in the matrix are now in the waiting room going through the same redundant cycles being held down by the machine

    Apparently this song is about legendary drummer Bill Stevenson, who is known for his emphasis on "function". A friend told me that this was the explanation Ian MacKaye gave him. It was such a bizarre thing to say that I don't think it was a joke, and he knew both Ian and Bill (my friend was a musician and promoter), so I always trusted him about this. That said, knowing it didn't make me any less confused about the meaning of this song.

    He wants to move on with his life (get married, get a job, find a career etc. ), but he is unwilling to join the "rat race" and play the political game it takes to have that life. He's telling his friends to make sure to not forget him as he's waiting for the right time to make-up his mind. He's having trouble solidifying his opinions though because the news is brainwashing him and he's resisting it. What is he waiting for? To have a purpose or function. Who's going to tell that to him? Nobody.
