I agree with usernamessuck58, its safe to say that the song talks about revolution. Nevertheless, for me, the song its referred to a revolution in particular: the french revolution. It shows how people could have suffered before the revolution changed the social structures and human concepts. It reminds me of the miserables by victor hugo.

Phrases like "brutally suppressed" and "time to step down" lead me to believe that it was written about the wars of liberation in the middle east

I think its the best song on the album. And james does a fantastic job on this.
Its obviously based on the hardships of fighting foreign wars in general. But can also be interpreted from anyone struggle to fight a war no matter how real or metaphorical in nature.
This was the hardest song to write the lyrics for. James' vocals were a bit harder to hear in this.
I think it's safe to say that these lyrics are about a revolution taking place. The song sounds a bit like scarred at times and at other times it sounds kind of like 80's hair metal and a sitcom theme song.
