Get of your arses, basically!! It's reminds me of a forced march (stand up, youve got to manage) but it's basically about all those people who are dossing about on the dole (benefits) and not even trying to get a job. I have a friend like this (ironically he's into bjork) and he always says it's someone elses fault. This song is repudiating that attidtude and saying that it's all on your own back to do something about your situation. There's no one to blame but yourself! That's why she's so angry.
'your rescue squad is too exausted' i think this means that there are sdo many people in this situation that the 'rescue squads' can do no more.
