    Billy Bragg came to Montreal, Quebec, Canada, on tour in 1988. Heidi Hollinger took his picture for the McGill Daily, a student newspaper.

    Billy fell in love with Heidi. This song was written for her. The title references the strained relationship in Canadian politics between its two biggest provinces, which Heidi explained to him as a metaphor for their own doomed love affair.
