    Barney wrote this about the bums and homeless of Vancouver, and how the main direction at the time was to convince these lost souls that it could certainly be worse in any other country, so they shouldn't complain.
    That decision led to a lot of upset people, including Barney, who wrote this to show just how wonderfully happy the people at the bottom of society were.(note the sarcasm).
    By the way, the Bentall family represents huge dollars in downtown Vancouver development and office companies, high-rises, etc.
