I've heard people explain it as a relationship between the narrator and someone he cares about that doesn't believe in god. To me, it seems like god is speaking to someone who has fallen away from christianity. "i will love you even when you won't let me" basically sums up the fact that jesus will love you no matter what. "i can't save you, but i will love you". Jesus wants us to open up our hearts and accept him into our lives, but we have to make that choice. He cannot force us to believe, but he will always love us.
