Tom has used the moon as a metaphor for the heart before. So i'm going with that's what he's saying again.

I take this song to be about the dramatic horrors of war that tear us apart, juxtaposed with the insignificance of us against the celestial bodies and existence. That we are all being acted upon by forces far bigger than us.
Here 1 more interpretation of "moon" besides from death. "moon" could directly stand for hydrogen bomb because both do the same: imitating the sun. The bomb uses the fusion principle just like the sun and the moon reflects the sun's light to make it look like the moon itself glowes. So they both bring the light of the sun to earth.
My interpretation would go like this: "the moon you felt" means the death you felt (because the moon seems to be rather dead compared to earth or sun). "it has no side that's dark like hell, or safe from light" means it is really bright regardless from where you are looking at it (i think here he describes hydrogen bombs==death). "just blown apart, by wind from stars" where "wind" means blast waves and "from stars" because a hydrogen bomb works like a star more or less (fusion). "with white dust tides to pull on ours", the dust stems from the explosion. Ah yeah and btw there's the word "atomic" in the title...
By reading the lyrics.. I think he means.. That the world is dark. That not everybody is so lucky. And there isn't much we can do about it. We are just all that we are. And sometimes all we are isn't enough. And all our divine celestial objects we hold so much meaning to, really are nothing. They just are. Just is. Being.
I think tom is saying that the moon has no dark side or a side thats safe from light because wind from stars hit it but the earth has people that destroy it and were sorry for all that we are for destroying it
